Raising the Bar: A2IE Updates to Reflect New Global Poverty Standards

The Asset to Income Estimator (A2IE) has been updated to reflect the World Bank’s new International Poverty Line of $3.00 per day (2021 PPP), a 40% increase from the previous threshold of $2.15. The A2IE update ensures your work remains aligned with the latest and most rigorous global data. After all, accurately measuring poverty is an essential first step to effectively addressing it.

More Than Just Numbers: Why Poverty Lines Keep Moving

The World Bank’s updated $3.00/day poverty line provides a more accurate reflection of extreme poverty in today’s world. This adjustment brings an additional 125 million people into the category of extreme poverty. However, the impact varies by region—fewer people are now classified as extremely poor in South Asia, while Sub-Saharan Africa sees a significant increase under the new threshold.

This update represents more than a simple numerical adjustment — it acknowledges that poverty is dynamic and so is how we measure it. Updates like this account for:

  • Rising costs of living
  • Improved methods for measuring consumption and poverty
  • Changes in national poverty lines, which in turn raise the international poverty line

So, What’s Actually Changed?

All A2IE materials will now refer to the $3.00 PPP (purchasing power parity) USD poverty line rather than the $2.15 line, and we are now showing income values in 2021 PPP rather than 2017 PPP. As a result, users will notice a difference in the income estimates for each country. For example, in Tanzania, the median individual annual income for the first quintile was previously $346.76. Under the updated $3.00 poverty line, the new median income for this group is $440.12.

While not all countries experienced large changes in their income estimates, some countries had marked increases in median income. This does not mean that people are fundamentally wealthier, nor that they are necessarily making more money. There have been changes in the cost of the same basket of goods and services over time, and that change is updated via the purchasing power parity index.

With this update, the A2IE allows you to ground your poverty analysis, program design, and policy recommendations in the most current global standard. This ensures accuracy, comparability, and credibility.
