Further Measuring Quality of Abortion Care
April 2023
Web release:
Population Services International’s (PSI) Self-Care Trailblazer Group (SCTG) and partners recently launched a tool for providing a global standard approach to practical and accurate measurement of sexual and reproductive (SRH) self-care interventions called the Sexual and Reproductive Health Self-Care Measurement Tool (SRH Self-Care Measurement Tool). Led by the SCTG’s Evidence and Learning Working Group, the SRH Self-Care Measurement Tool was developed through a consensus-driven process by a group of global experts, including academics, implementers, donors, and intergovernmental bodies, with the goal of identifying a minimum set of priority indicators for each of these self-care interventions.
Metrics for Management (M4M) and Ibis were actively involved in the tool development and served on the advisory board. Both organizations, along with Ipas, developed the first-ever global standard for measuring the quality of abortion services in low- and middle-income countries – the Abortion Care Quality Tool (ACQTool). Several of the indicators used in the SRH Self-Care Measurement come from the ACQTool, allowing for harmonization of the indicators.
While the ACQTool focuses on assessing the quality of abortion service an individual has received during and after an abortion experience – specifically for facility, pharmacy, and hotline – the SRH Self-Care Measurement Tool focuses on three specific interventions: self-injectable hormonal contraception, HIV self-testing, and self-managed abortion.
“M4M was delighted to work with SCTG on creating quality indicators. Both the ACQTool and the SRH Self-Care Measurement Tool allow us to gather important data that will help assess SRH services in low- and middle-income countries, covering both facility-based services and self-administered interventions. Using these tools together can give implementors additional insight into the state of abortion care.”
